MUSIC POLICY TECHNICAL ADVISOR

The Department of Industry is wishing to contract a Technical Advisor to work with the Department and its line agencies to implement the Vanuatu National Policy goals, detailing objectives to strengthen and support the music industry in Vanuatu.

Music has a rich and varied history in Vanuatu. Music, in all forms, has the power to enhance a nation’s identity and simultaneously create employment, develop skills and generate social cohesion. The Vanuatu Government, through the Department of Industry is committed to supporting, enhancing and enabling the music industry through significant strategy developed by the Technical Advisor, that will be beneficial to all music genres and the Music Industry as a whole across Vanuatu.

1. Objectives

The Department of Industry wish to recruit a Technical Advisor to work with Manufacturing, Investment & Creative Industries Division to coordinate consultations, facilitate meetings and have frequent engagements with Music Industry Stakeholders, provide reports on activities in relation to the implementation of the Vanuatu National Music Policy.

2. Knowledge and Expertise

  • Understand and interpret the current laws of VANUATU COPYRIGHT MANAGEMENT SOCIETY; ACT NO. 46 OF 2017 and the INDUSTRIAL DEVELOPMENT ACT; NO.19 OF 2014;
  • Understands and interpret other relevant laws in line with the Vanuatu National Music Policy 2022- 2026;
  • Understand the Vanuatu National Music Policy 2022-2026;
  • Able to handle basic administration tasks and provide technical support for stakeholders and the internal team;
  • Working knowledge in handling email system, computer MS software and database systems;
  • Understand the Vanuatu Music context and its network;
  • Possess the knowledge of how Government Department communication lines and their processes;
  • Have captured the main concept related to the Music Industry to relevant policies and/ or strategies;
  • Understand and able to establish a link between Vanuatu Music Industry with Regional and International Music Market.

3. Timeframe

The appointment will be carried for 12 months, with possibility of extension if the Department of Industry Director advises otherwise.

4. Competencies, Accreditations, Experience and Skillset

The technical advisor is expected to have the following qualifications and experience:

  • Must have a university degree/ diploma or certificate in Administration or Technical Information and or Business Management. Specialization in public lawn and/or advanced university degree is an advantage.
  • Possess the knowledge and understanding of basic theories, concepts and approaches that is relevant to Music Industry and Governance.
  • Knowledge of International standards in relation to the establishment of Music Institutions would be an advantage.
  • Demonstrated experience in conducting research and comparative analysis.
  • Demonstrated good track record of work experience in drafting and completing workplans.
  • Able to meet the required timelines.
  • Experience working with various levels of Government agencies.
  • Experience in establishing and maintaining professional work relationship.
  • Understanding of the music industry and its challenges.
  • Good written and verbal communication skills.
  • Able to work independently and operate with an innovative and lateral mind set.
  • Excellent English language skills. Bislama and French language skills would be beneficial.

a) Introduction of firm/s;
b) Business registrations, professional certificates and accreditations;
c) Portfolio of relevant projects done at least over 2 years
