Overview
The Department of Water Resources (DOWR) under the aegis of the Ministry of Lands and Natural Resources (MLNR) is the national agency responsible for the water sector in Vanuatu. DOWR is both an implementing agency and a regulator with primary focus on community water supplies. DOWR was established in 2016 after amendment to the Water Supply Act of 2002 which saw the amalgamation of the urban water services under Public Works Department and the Rural Water Supply and Water Resources Unit of the former Department of Geology, Mines and Water Resources.
With the implementation of the key policy: Vanuatu National Water Policy (2017-2030), DOWR is rolling out the National Implementation Plan (NIP) which is a framework for identifying, prioritizing and implementing community water supplies around Vanuatu. The framework streamlines and identify funding resources and promotes the ability for collaboration with different implementing partners on priorities identified at Provincial level. As part of preparation and capacity building towards successfully implementing NIP, DOWR is putting effort into development of its capacity in different areas and one important one is in terms of procurement and contract management. The Vanuatu National Water Policy seeks to deliver the policy objectives established by the National Sustainable Development Plan (2016-2030).
Summary of Task
The consultant will be required to support DOWR in its capacity for procurement by providing on-the-job training of staff on existing Government of Vanuatu standard procurement procedures.
Purpose of Assignments:
The purpose of this assignment is to build the capacity of DOWR in procurement and contracting.
Scope of Work/ Work Assignments:
The Consultant is required to undertake the following work:
- Mentor DoWR staff in RFQ and Tender processes
- Manage 2 current construction tenders
- Complete tender process for 5 new construction tenders including creating tender package and ensuring signing of contract by contractors
- Complete RFQ process for 6 sets of 10 DWSSPs
- Finalize Contract templates
The consultant is expected to travel to the other provinces as part of training and supervision of ongoing contracts. The Consultant will be working closely with the DOWR Project Manager for the duration of the assignment.
Work Schedule:
The duration of the assignment is two (2) months/ 44 working days over a period of 6 months.
Deliverables/End Products:
The consultant will be paid based on the following deliverables:
- 1 page report on mentoring DoWR staff in RFQ and Tender processes (10%)
- Manage 2 current construction tenders (20%)
- Complete tender process for 8 new construction tenders including creating tender package and ensuring signing of contract by contractors (30%)
- Complete RFQ process for 6 sets of 10 DWSSPs (30%)
- Finalize Contract templates (10%)
Consultant’s Official Travel Involved:
The consultant is required to make his/her own travel arrangements from place of recruitment to duty station and back on the most direct route and economical travel class. Travel costs and living allowance will be reimbursed to the consultant upon submission of invoices and travel documents, not to exceed travel and living allowance. All related internal/external official travel of the individual contractor will be organize by the individual contractor and costs reimbursed accordingly
Consultant’s Work Place:
The consultant will be based in Port Vila, Department of Water Resources Office.
Qualifications or Specialized Knowledge/ Experienced Required:
A degree or a relevant qualification in finance or business management.
Experience
At least 5 years of experience in financial management and public procurement in Vanuatu.

English or French and Bislama
