Contract Duration: 5 Years – full time

The Vanuatu Qualifications Authority (VQA) is the national regulator of the post-school education and training (PSET) sector. The VQA regulates PSET courses and providers to ensure nationally approved quality standards are met.

The VQA is one of the key agents in the implementation of the national PSET Policy 2016-2020. The VQA is working in close collaboration with the Tertiary Education Directorate of the Ministry of Education and Training and with PSET providers to achieve the PSET Policy vision of: A sustainable, well-coordinated and inclusive PSET system that maximises access to relevant and quality assured qualifications that lead to improved economic, social and cultural development opportunities for all.

Purpose of the Position is:

  • To assist and manage the administration and finance services
  • To provide supervision and management in the administration and finance employees’ output – ensuring smooth operations and admin & finance functions and provide information where needed on relevant policies and procedures
  • To ensure that the unit is providing efficient and effective support services to other units within the Authority
  • Ensure the certification of reliability and accuracy within the financial information and reports of the Authority
  • Ensure financial reports, annual audits, and financial procedures are provided on time, are in compliance with the Vanuatu’s Financial legislation, and that transparency is shown and maintained at all times

The Successful Candidate must meet the following Position criteria:

  • Bachelor’s Degree or Post Graduate Degree (Business Administration, Financial Management, Accounting, Management and/or related field)
  • 5 years’ experience of progressive responsibility in a managerial role in Administration, Finance, and Management.
  • Proven knowledge of MYOB and accounting principles, practices, standards, financial laws and regulations
  • Relevant experience in policy development, strategic planning, annual budgeting and management
  • Has the ability to work collaboratively with providers and stakeholders with any matters involving the Administration and Finance
  • Can demonstrate the ability to communicate and implement in a robust manner the financial policies requirements and processes
  • Has knowledge of relevant legislation governing the VQA’s operations in particular the Administration and Financial requirements and manoeuvre it to best suit the Authority
  • Advanced and high level of computer literacy, particularly proficiency in Microsoft Office, MYOB and accounting software’s.
  • Demonstrate ability to handle sensitive information and is an analytical and practical thinker
  • Demonstrate ability in analysing data and complex information, report writing and provide sound decision making
  • Excellent communication and interpersonal skills
  • Time management and ability to prioritize multiple tasks and managing resources
  • Fluent in English, Bislama or French
