Job Description

About us:
R4D2 Roads for Development Phase 2 (R4D2) program is an A$12 million, three-year road development program funded by the Australian Government in Vanuatu. Its long-term objective is that “People in Vanuatu benefit from a well-maintained, affordable and integrated road network.” Contributing to this long-term goal is the End of Program Outcome: “The Ministry of Infrastructure and Public Utilities/ Public Works Department (MIPU/PWD) positively influence road funding outcomes and uses enhanced institutional capacity to manage the road network of Vanuatu more efficiently and effectively.” Within the program are three key streams of work, including:

Stream A: Road Network Operations. Providing technical support, capacity building, innovation and conducting activities that enhance delivery of rural road maintenance and improvement works to increase sustainable year-round rural access.

Stream B: Enabling Sustainable Network Management by reducing the road sub-sector funding gap, building stronger PWD network management competencies and systems and supporting reform and policy conditions.

Stream C: Promoting Innovation, Resilience and Continuity. Supporting better prepared and executed development partner investments, high impact Australian Aid investments and greater resilience.

The program works nationally, based in Port Vila and supporting the six divisional offices of PWD across Vanuatu.

Overview of Assignment:

Assignment objective: The Monitoring and Evaluation Officer will support the R4D2 Team Leader in implementing R4D2’s M&E framework, more particularly in the collection and analysis of program performance data gathered through different monitoring processes.

Specific Responsibilities:

Monitoring Responsibilities
Data Management

Track the program’s activity, output and outcome level results on a monthly basis periodic basis in close coordination with project’s implementing team as well as with implementing partners.
Collect, verify, and compile data from different R4D2 personnel and PWD divisions as stipulated in the M&E plan
Work in close coordination with PWD’s Safeguards Unit to capture, collect, and aggregate GESI data
Update and maintain the program’s M&E database

Evaluation
Qualitative Data Collection

Collect and/or assist to outcome stories, good practices, lesson learned, and document this information in an appropriate format
Work closely with the program team to ensure that lessons learned during project implementation across all streams of activities will be captured
Support the R4D2 team in the conduct of evaluative activities

Reporting
Report Writing and Communication

Contribute to the writing of monthly, quarterly, and semi-annual reports to show the program’s progress towards its end of program outcome
Contribute to the development and communication of knowledge products

Skills and experience required:

a. Relevant degree qualifications or equivalent demonstrated experience and understanding of contemporary M&E strategies and systems, research and/or social development.
b. At least 2 years’ relevant M&E experience in development projects
c. Understanding of the social, cultural, political and institutional factors affecting development in Vanuatu.
d. Ability to work independently, while adhering to the requirements of the Terms of Reference.
e. Excellent interpersonal, communication and cross-cultural skills
f. Commitment to inclusive development and gender equality within an M&E context.
g. Sufficient oral and written communication skills in English. Fluency in Bislama required.
