The Utilities Regulatory Authority (“the URA”) is seeking to recruit a Manager Economics & Tariff Evaluation utility regulation

The URA is seeking to engage a Manager Economics & Tariff Evaluation – utility regulation. This is a permanent position with six (6) months probationary period. The remuneration for this position will be commensurate with qualifications and experience.

Successful candidates must meet the following minimum requirements:

  • A four-year degree or higher qualification in Economics, Finance, accounting, or a closely related area from a recognized institution preferably in the region; A Master’s Degree and/or Training in Utility Regulation is considered an asset.
  • Have at least five (5) years relevant professional experience preferably in Economic policy and/or involving financial analysis, or Rate setting and Tariff design related activity;
  • Experience in Regulatory economics and public utilities, especially the electricity and water sector will be considered an asset;
  • Ability to analyse corporate financial statements, budgets including undertaking forecasts through financial modelling;
  • Ability to supervise and direct the activities of professional and technical staff working in diverse areas;
  • Familiar with utility regulatory concepts, practices and procedures;
  • knowledge of tariff setting principles and methodology
  • Ability to manage multiple priorities, work efficiently under pressure and consistently meet tight deadlines;
  • Ability to communicate efficiently and work with stakeholder representatives at all levels of seniority;
  • Have good communication and advocacy skills;
  • Self-motivated and can work with minimum supervision; and
  • Be fluent in English; working knowledge of French and Bislama desirable
