Full-Time GASOS SAFETY ADVISOR

Job Description

  • An exciting opportunity to become a valued and integral part of a growing international aviation safety and security oversight organisation established to serve our members, the signatories to the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST).
  • Permanent 3 years contract, based in Port Vila, Vanuatu
  • Application open to candidates from the Pacific Region including New Zealand and Australia.

The Organisation:

Pacific Aviation Safety Office (PASO) is committed to providing continuous improvement in the quality of aviation safety and security oversight services to comply with international standards, as required under the ICAO Conventions. Our headquarters are based in Port Vila, Vanuatu and PASO Member States include Cook Islands, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. We also have a strong relationship with Australia, Fiji, and New Zealand who serve on the PASO Council of Directors.

The Position:

  • The GASOS Safety Advisor will lead the review implementation of the GASOS Audit Corrective Action Plan and provide guidance to PASO on what is required to achieve full compliance.
  • The GASOS Safety Advisor will also have access to the PASO Technical Advisors (the PASO Inspectors) and coordinate their inputs to action the Corrective Action Plan.
  • The GASOS Safety Advisor will manage the update of the responses to the GASOS Assessment Questions (AQ) applicable to PASO GASOS Electronic Management System (GEMS) and participate in the ICAO RSOO meetings to give update on the PASO progress.

Essential Selection Criteria:

The applicant must

  • Have a relevant tertiary qualification in aviation corporate governance, organizational change/safety management, business management or other relevant discipline from a recognized institution or equivalent relevant operational qualification.
  • Have at least 10 years of relevant experience in aviation regulatory management and coordination roles, or provision of aviation regulatory technical advice in any aviation discipline.
  • Be able to demonstrate understanding or experience in regional oversight and audit systems in the aviation sector.
  • Have strong technical and quality management skills in the aviation industry.
  • Have strong communication skills including demonstrated experience in working successfully with stakeholders of varying technical knowledge, or cultural backgrounds. Strong networking, team building, and collaboration skills will be essential for this role.
  • Have excellent verbal, written, presentation, project management and communication skills in English.
  • Be familiar with ICAO and its GASOS and RSOO requirements including an overall appreciation of the USOAP and USAP framework.
  • Have worked as a State NCMC and has experience in managing the ICAO USOAP CMA OLF
  • Be able to demonstrate capability in developing or drafting Rules, Policies, Procedures, Checklists, and guidance for State CAAs in any civil aviation discipline to meet requirement obligations under USOAP and USAP

Desirable Expertise:

  • Knowledge of International Standards Organisation (ISO) and Quality Management System (QMS) concepts
  • Knowledge relating to the role of PASO in the Pacific Region.
  • Familiarity with the aviation sector in the Pacific Region.
  • Knowledge and appreciation of cultural dynamics of the Pacific region.
