EVIDENCE & LEARNING LEAD

The Role
Responsible for developing, implementing and coordinating systems to gather evidence on the impact of programs implemented and supported by Oxfam in the Pacific (OiP). Responsible for fostering a culture of evidence-based learning within OiP. This includes working with regional and country-based teams to integrate evidence and learning processes across OiP’s work and in line with the Regional Strategy and values; and implementing Oxfam’s impact framework and monitoring, evaluation and learning standards for programs in the Pacific. This position also has responsibility for the Program Quality, Monitoring and Evaluation community of practice located across Oxfam’s programs and offices in the Pacific.
Key Responsibilities and Accountabilities
- Accountable to the Director PELI for the delivery of effective Monitoring, Evaluation and Learning (MEL) and Program Quality (PQ) functions for OIP’s regional programs
- Strategy – creating overall strategy and provide sound technical steer for the MEL function

You Will Have
Technical Skills, Experience & Knowledge in the following areas:
Essential
- Degree in Public Administration, Economics, Development or relevant field
- Demonstrated experienceinthedevelopmentandimplementationofmonitoring,evaluationand learning frameworks and impact assessments of development programs, preferably in the Pacific
- Experience in implementing a range of approaches to program planning, design, appraisal, monitoring and evaluation of integrated programs in development, humanitarian or advocacy work
- Experience producing reports and publications for a range of different audiences
- Experience supporting the capacity building of staff networks, including delivering appropriate outcome-focused training programs
- Experience in the development and implementation of strategy
- Experience developing and implementing organisational knowledge management systems and processes
Desirable
Education:
- Advanced Degree in a relevant field and relevant work experience in a developing country
- Fluency in a language relevant to Oxfam in the Pacific’s programs.
