Contract DWSSP COORDINATOR

Job Description

Position: DWSSP Coordinator

Term: It is anticipated this position will last 6 months

Tasks:

  • Ensure provincial water supervisors (PWSs) fill out Form 5 and Form 6 for all completed DWSSPs and DWSSP contractors are paid as per contract details
  • Ensure all provinces have a list of 10 DWSSPs to conduct this year that has been created in coordination with Provincial Water Advisory Council (PWAC)
  • Run request for proposal (RFP) procedure for 60 new DWSSPs in 2020, including creating DWSSP RFP, posting RFP, holding meetings to review proposals received, and creating contracts
  • Ensure PWSs include NIP activities in their plans during the DoWR annual retreat. This includes: monitoring DWSSPs, holding PWAC meetings, holding WASH Sector meetings, following -up on no/low cost options from previous DWSSPs, and ensuring procurement of materials or contractors for works
  • Assist PWS’s to submit budgets and imprest requests for conducting NIP related activities, such as: monitoring DWSSPs, holding PWAC meetings, and following -up previous year’s DWSSPs
  • Visit each province once to a) monitor DWSSPs, b) raise awareness about the PWAC, NIP, CAP, DWSSPs, risk rank to area secretaries and provincial authorities and c) train PWS on risk ranking (24)
  • Review, finalize and approve new DWSSPs
  • Ensure risk ranking by provincial officers of new DWSSPs
  • Print and distribute copies of DWSSPs to communities and area administrators
  • Lead meetings with DLA to ensure area secretaries and PWS’s are following up with communities on no/low cost options
  • Ensure all water committees from DWSSPs last year and this are registered in the databased maintained by the DoWR Database Officer and that all DWSSPs are uploaded into the database
  • Order appropriate stickers for water tanks and stencils for MFAT, GoV and UNICEF logos
  • Ensure that PWSs add logos to appropriate projects completed
  • Facilitate a workshop to get feedback from contractors and DoWR staff on DWSSPs
  • Help set up a workshop for creation of new DWSSP tools by UNICEF contractor
  • Prepare a training for certified DWSSP Facilitators, including possibility hiring training facilitators.

Minimum Qualifications and Competencies

  • Certificate from drinking water safety and security plans (DWSSPs) training
  • University degree or equivalent experience with contract management. Please note that experience can substitute for education
  • Ability to work autonomously
  • Ability to include men, women, boys, girls and people living with disabilities.

Fluency in Bislama (verbal and written) and English (verbal and written)
