The Vanuatu Qualifications Authority (VQA) is the national regulator of the post-school education and training (PSET) sector. The VQA regulates PSET courses and providers to ensure nationally approved quality standards are met.
The VQA is one of the key agents in the implementation of the national PSET Policy 2016-2020. The VQA is working in close collaboration with the Tertiary Education Directorate of the Ministry of Education and Training and with PSET providers to achieve the PSET Policy vision of: A sustainable, well-coordinated and inclusive PSET system that maximises access to relevant and quality assured qualifications that lead to improved economic, social and cultural development opportunities for all.
Purpose of the Position is:
- The ACEO QA&C enhances the quality and standards of post-school education and training (PSET), and contribute to the achievement of the Vanuatu Qualifications Authority (VQA) and Government’s goals and objectives, through the effective management and administration of the Vanuatu Quality Assurance Framework (VQAF) and its associated guidelines and procedures for registration, accreditation and audit; and provision of professional leadership and effective management of the resources, activities and services delivered by the Quality Assurance and Compliance Division.

The Successful Candidate must meet the following Position criteria:
- Masters or Post Graduate Diploma
- Education and/or training on Quality Assurance and Compliance
- 5 year experiences in a management level in Post-School Education and Training
- Experiences in policy and procedure development
- Experience of quality assurance policies and practices
- Experiences in indicating support and conducting of training
- Experiences in advising and managing of resources
- Knowledge of the operation of PSET system and the National PSET Qualification Framework
- Demonstrate ability to develop collaboratively with providers and stakeholders the features of the quality assurance system, requirements and qualifications framework
- Knowledge and ability in providing the CEO and the VQA Board robust advice on policies and operational processes
- Capability to articulate to providers and stakeholders clearly and with sensitivity the regulatory quality assurance requirements of the Authority
- Meticulous management skills so as to administer in a robust manner quality assurance requirements and processes, including VQAF together with the ability to make difficult decisions
- Knowledge of the wide scope of Post School Education and Training both locally and internationally
- Knowledge of all relevant legislation and strategic documents governing the VQA operations mainly the quality assurance requirements
- Demonstrate the ability to effectively plan, developed, lead and manage resources
- High level of policy analysis, planning and strategic advisory skills
