Contract AGRICULTURE SPECIALIST/ COORDINATOR
Job Description
Scope of Work
The assignment will focus on the food security and nutrition component under Output 1 of the project particularly the introduction of vertical gardening and the trainings on healthy diet and preparing nutritious food. An Agriculture Specialist/Program Coordinator will be engaged to assist with the implementation of the food security and nutrition component and coordination with key stakeholders working closely with the PST which has an overall oversight role for the project.
Detailed Tasks and/or Expected Output
Working under the Director of DARD and in close partnership with the PST and the service provider NGO, the consultant will be responsible for:
(i) Planning (preparation of detailed workplan), preparation, facilitation, reporting, and coordination of the backyard gardening program including monitoring of training activities for nutrition, vertical gardening and plant pest and disease control with respective service provider/consultant.
(ii) Assist the nutrition training through the NGO service provider by ensuring the selection and participation of beneficiaries through coordination and constant communication with the beneficiaries and the NGO service provider.
(iii) Supporting the DARD team to promote program quality and effectiveness for the vertical gardening and nutrition training activities.
(iv) Compiling and analyzing data to assess project processes and impacts with the support of the M&E consultant and PST.
(v) Prepare monthly progress report of activities under the food security and nutrition training component for submission to PST for consolidation into a quarterly progress report.
(vi) Coordination of training and capacity building activities with relevant DARD staff.
(vii) Coordination and supervision of the external trainers and workforce to be engaged for backyard gardening.
(viii) Working in coordination with PST Procurement Specialist to coordinate procurement of backyard garden installation and Financial Management Specialist to facilitate financial monitoring and audit including submission of claims to ADB for the backyard gardening component.
(ix) Working in coordination with PST Team Leader to develop and implement the stakeholder communication strategy and overall activities under the relevant Output 1 component.
(x) Implementing the community awareness and education to disseminate learning and information related to backyard gardening working closely with the PST Team Leader.
(xi) Working in coordination with GBV Specialist to ensure gender and social safeguards compliance.
(xii) Assisting during review missions and coordinate periodic survey by the M&E firm if needed.
(xiii) Perform other duties as required to ensure effective and efficient project delivery.
The consultant will report to DARD Director and concerned implementing agencies during the course of the assignment. The consultant will work closely with PST and other project consultants and non-consulting services to ensure smooth project implementation.
The consultant will be engaged intermittently for 34 person-months for a period of 4 years. The continuation of the contract is subject to annual performance evaluation by the government. The estimated commencement of the assignment is in March/April 2022.
Minimum Qualification Requirements
(i) Bachelor’s degree in agriculture or related field;
(ii) five years of general work experience including at least three years in agriculture or related field which would demonstrate multidisciplinary capacities on agriculture projects and relevant skills in project management preferably involvement in big projects;
(iii) excellent time management skills and attention to detail;
(iv) excellent oral and written English skills; oral Bislama skills optional but advantageous; (v) excellent interpersonal relations, planning, coordination, and teamwork skills; (vi) prior experience in working with ADB will be preferred.
