Adviser, State Prosecutions Department and Case Management
Port Vila, Vanuatu

Palladium International and the Vanuatu Australia Policing and Justice Program – Stretem Rod Blong Jastis Mo Sefti – are seeking a full-time Adviser, State Prosecutions Department, Case Management Support. The objectives of this role are:

  • To assist the State Prosecutions Department (SPD) to back capture case management data and to ensure systems are up to date.
  • To facilitate capacity development within the SPD through mentoring and demonstration of back capture of case management data, ensuring systems are up to date, targeted skills development and the improvement of daily management of cases within the office.

General Duties and Responsibilities

  • Establish and maintain productive and transparent working relationships with the Officer-in-Charge of the SPD and its staff members.
  • Provide mentoring and guidance to the staff within the SPD in Port Vila on effective case management.
  • Work with other Advisers (both civilian and AFP) to enhance the performance of SPD.
  • Supervise, mentor and at times provide direct input to ensure data is entered into the system, both for outstanding cases and all new cases as they arise.
  • Supervise, mentor and at times undertake direct service of summons with colleagues to ensure that the backlog is reduced.
  • As required by the Officer-in-Charge of SPD, liaise with the SRBJS, the Vanuatu Police Force and the Office of the Public Prosecutor (OPP) to support harmonisation of case and data management systems.
  • Support the organisation of cases in the office, including supporting staff to attend court in order that the administrative efficiency of the organisation is strengthened through the adviser’s support.
  • Deliver, or facilitate the delivery of, targeted skills development and learning for SPD staff.
  • Collaborate as a member of a multi-disciplinary team with the collective responsibility of achieving the program’s end of program outcomes by mutually reinforcing strategies developed by the program as well as participating in processes that facilitate this. This will include:
    o Commitment and support for the principles in the Justice and Community Services Capacity Development Strategy including the application of the five levels of capacity development; applied work-place learning; and an express action-research approach.
    o Effective monitoring and evaluation of outcomes of all interventions implemented by the adviser in a way that contributes to the M&E and tracking of progress of the program as a whole.
    o Contribution to the priorities and strategies that are mainstreamed across the program.

Specific Competencies

  • At least nine (9) years’ work relevant to police prosecutions
  • Demonstrated ability to work collaboratively and respectfully in a cross-cultural setting
  • Demonstrated ability to exercise sound professional judgment in sensitive situations
  • Understanding of systems and processes involved in management of a modern prosecutions office and the management of police investigation files
  • Demonstrated ability in drafting of policy guidelines and procedure manuals
  • Experience in juvenile, domestic violence, sexual assault and drug related matters and policy development
  • Understanding of gender, law and development issues (desirable)
  • Previous experience working in Melanesian culture (desirable).
